What hardware should I use? 
I have learned a lot, I have my 2 3/8 inch metal post and my Simpson PGTs. What hardware should I use to attach my horizontal 2X4s to my PGTs? I priced galvanized 1/4 x 1 1/2 lag screws at HD and they were 36 cents each. Do you have any suggestions that would be less expensive? Thanks in advance for your help.

Tell me about your 2X4 rails. What are they? If they are redwood, cedar, or Doug fir, (or something similar), then just standard 1/4" lag bolts will work and do just fine. But if they are ACQ PT, bite the bullet and go with the hot dipped galvanized bolts. Yes, they are pricey, but they will withstand the ACQ. The cheap ones won't. Better than HD galvanized would be S.S bolts -- but they are going to cost you close to (if not more than) $1.00 each.
