Unusual Basement wall  
I'm looking to build a timber home with SIP's for a client. Because of height code restrictions, I don't want to place the first floor deck on the foundation wall (as is typical). One option is to design a ledge on the inside of the basement wall to hold the joists. I also ran across a product called Joist Pocket Liner (from JPL Enterprises). This allows you to have a pocket formed during the pouring stage. Another option is my design as follows:

The X's is the 2x10 joist, notched about 2", with approx 2" of height above the sill plate. The portion of the joist on the basement wall would rest on a joist hangor that would be anchored to the concrete.

Any opinions on the 1) Poured ledge, 2) Use of Joist Pocket Liner and 3) the design below?

Are you not able to make your stem 9 1/4" shorter? Seems odd that code would require your foundation wall so tall that you can't frame normal ceiling height floors and be well within code for height . Are you trying to have really tall ceilings on each floor, a really tall pitched roof or shoe horn an extra floor in there?
If you really must install the joists lower than wall height and since it's a poured wall and not cmu (can't remove a block) then it's not hard to form a ledger pocket or beam pockets. Maybe try the pocket liner (never used one). Just my 2 cents. Good luck.
