Scooped footings 
I am having a new house built on a pad and pier and beam foundation. The blue prints called for 20" x 20" x 10" deep pads placed 2" below ground level. What I got was a scooped out holes from a backhoe, the concrete contractor never squared up the sides of the pads. He just poured ready mix in the holes. I notified the general contractor and they have blown me off for the past few months while they drugged ahead building house. I had a professional engineer whirt the contractors stating the footing were not dug as stated in the drawings. What are my recourses at this time? Is a scooped out footings sound enough to support a 2400 sq/ft two story house.

On one side of the coin - you didn't get what you paid for... And on the other side - it may be enough. If the engineer says it's not going to work then it's not going to work.
In my opinion, it's a pretty simple case of breach of contract. They will probably respond with - it's a local method of forming pad footings. Either way it doesn't make it right. They should correct the issue before commencing.
