It’s called a Sill Plate. And yes, anchor bolts (exterior wall), powder actuated fasteners (interior wall) through the plate with construction adhesive underneath the plate is best. |

A sole plate could also be a sill plate in this instance where the sill plate is also the bottom plate of the wall - it could be a sole plate. |
